Our history


We are supported by a team of over 850 motivated and enthusiastic staff working together to deliver services that make a huge difference to individuals, families and communities across Devon, Cornwall and Somerset.

Our history

Devon and Cornwall Housing itself was formed in the 1970s, growing organically to be a leading local organisation during the 1980s and 1990s

Penwith Housing Association and Tor Homes transferred from local councils and subsequently joined Devon and Cornwall Housing in 2006 and 2007

West Devon Homes (WDH) amalgamated with us in March 2015, taking our shared history one stage further. Our partnership with WDH was originally established in 2012, founded on the core principles of improving customer service, achieving value for money and delivering efficiency savings. At that time DCH and WDH became the first housing associations in the country to develop an innovative VAT cost sharing exemption partnership, sharing staff, repairs and maintenance teams and IT systems.

Over the past three years, the DCH-WDH partnership has delivered real and tangible benefits for current residents and communities in service delivery, customer satisfaction, operational performance, as well as over £900k of financial savings. The amalgamation builds on this success, providing a solid foundation of a further £2.8million of efficiency gains over the next five years.

Looking to the future

We are an amalgamated organisation, with all original landlord assets transferred to the parent, and community interest companies having been set up to provide governance oversight for landlord services.

We work with the single identity of DCH across our group, streamlining our processes and delivering improved value for money in our work. We have kept what has made us a valued partner, bringing it together from each previous organisation, and magnifying it through collaboration and clarity in our single brand.

DCH continues to go from strength to strength, becoming the largest housing organisation in the south west. Our history has given us a breadth and depth envied by many; we offer a seamless package of housing and support solutions

We have a significant development pipeline over the next five years across all tenures, including rent, shared ownership and open market sale.
