The group management team run the organisation on a day-to-day basis. Its members are the professional experts who manage and work with all the staff to make sure success happens.

Paul Crawford

Group Chief Executive 

Paul Crawford

Paul joined DCH in November 2009 and has worked in property management and residential development for the past 27 years. Prior to joining DCH he held the position of Managing Director at Sovereign HA for five years. He is currently chair of HAILO, an influencing and lobby group focusing on investment to address the various housing challenges in the south west.

Melvyn Garrett

Group Director of Finance 

Melvyn Garrett

Group Director since 2013. Melvyn joined us from Motorola Mobility where he was Europe, Middle East and Africa Finance and Operations Director. He previously held finance, strategy and chief executive positions in the transport, electronics and distribution sectors; with eight years spent in the USA. Melvyn is also a member of our Development Review group.

Doug Stein

Group Director of Asset Management  

Doug Stein

Group Director of Asset Management since 2011. Doug joined us from Family Mosaic where he was Group Director of Asset Management. Prior to that he was Senior Sourcing Manager within the Property and Facilities Procurement team for Lloyds TSB and previously held similar roles at Nokia and GlaxoSmithKline.

Sheila Whelan

Group Director of People & Communications 

Sheila Whelan

Sheila joined DCH in 2011 as Group Director of HR, a role which expanded to include People & Communications in 2014 . Sheila was previously Assistant Director - People and Change at Tribal group, where she led on HR consultancy projects predominantly working with social housing organisations, and also supported delivery of Tribal’s corporate HR strategy. Sheila is a member of the CBI South West Regional Council.

Tom Woodman

Group Director of Strategy and Performance 

Tom Woodman

Appointed as Director of Strategy and Performance in 2014, Tom has previously worked for DCH in a number of roles including strategy, performance, and communications. Tom has also held housing policy and housing management roles, having previously worked for another housing association and a local authority. 

Russell Baldwinson

Group Development Director 

Kathryn Pennington

Russell joins us from Barratt Homes where he was Development Director. He’s a chartered surveyor with 20 years’ experience in property and more than 10 years’ experience of working for house builders in senior positions. Previously he worked as a property adviser for a number of years within the private sector.

Suzanne Brown

Director of Neighbourhoods and Customer Service 

Suzanne Brown

Suzanne joined DCH as Director of Neighbourhoods and Customer Services in April 2015, having worked in Social Housing over 25 years. Prior to this Suzanne was Head of Neighbourhood Services at Plymouth Community Homes where she lead their Neighbourhood, Environmental Services and Sheltered Housing teams.

Kathy Gilmore

Director of Independent Living 

Kathy Gilmore

Appointed as Director of Independent Living in 2014, Kathy has managed our support services since 2001 and is now leading on implementing DCH Housing Support Strategy. Kathy’s previous role was as director of a homelessness charity. She is a board member of Independent Futures CIC, the Foyer Federation and the Cornwall Voluntary Sector Forum.
