Paul Crawford
Group Chief Executive since November 2009. Paul was previously managing director of Sovereign HA, and has carried out a variety of roles including head of development, housing director and customer services director.

Tony MacGregor Tony has been Group Director of Finance since 2005. Tony was Director of Resources and Finance of DCHA from 1999 and was previously finance director of a reinsurance company.

Andy Moore
Chief Executive of Penwith Housing Association since 1994, Andy is a stakeholder representative on the South West Regional Planning Group. He is a member of the Executive of Cornwall Strategic Partnership and chairs its Homes and Communities Partnership. Andy is also the chair of Penwith Community Development Trust and a trustee of the Zurich Community Trust.

Howard Toplis Chief Executive of Tor Homes since 2001, and also took responsibility for former DCHA customer services in Devon from September 2010. Howard qualified as a chartered accountant with Ernst and Young in Plymouth. After working for DCHA he became Finance Director at Tor Homes before taking over as Chief Executive. He is also Chief Executive of Call24.

Richard Connolly Group Director of Investment since 2006. Richard has worked for housing associations in London and the south west as well as the London region of the Housing Corporation. Richard is Managing Director of Westco Properties Ltd, a subsidiary of DCH providing income to support the group’s core work. He also serves on the board of the Devonport Community Land Trust.

Doug Stein Group Director of Asset Management since 2011. Doug joined us from Family Mosaic where he was also Director of Asset Management. Prior to that he was Senior Sourcing Manager within the Property & Facilities Procurement Team for Lloyds TSB, managing over 2000 branches and 120 office buildings. He previously held similar roles at Nokia and GlaxoSmithKline.

Sheila Whelan Group HR Director since 2011. Sheila was previously Assistant Director - People & Change at Tribal Group, where she led on HR consultancy projects predominantly working with social housing organisations, and supported delivery of Tribal’s corporate HR strategy. Sheila is a board member of First Ark (parent of Knowsley Housing Trust).
